Prou Saony
Managing Director
Saony is a seasoned business executive with more than 20 years of experience in business startup, insurance, real estate, hotel management and hospitality. He is currently an Advisor to the State Secretariate for Civil Aviation (SSCA) of the Royal Government of Cambodia, responsible for advising the SSCA on investment and private sector related matters. He is also an active investor in real estate and construction business.
He also had a successful leadership career in operations, distribution, customer service and business quality in life insurance and hotel management. He set up the first branch of Manulife outside of its head office back in 2014 in Siem Reap and made it a role model of life insurance branch in the industry. Before that, he was a general manager of a newly established hotel in Phnom Penh and 4-star hotel in Siem Reap. Under his leadership, the hotels had tripled their topline and bottom line in only a few years.

Peouv Polinel
Principal Advisor
His Excellency Peouv Polinel is an emerging leader in Cambodia, with over 20 years of hands-on experience in both local and international arenas. His long-term ambition is to strengthen the business environment, fostering growth for all and promoting public goods.
Currently, His Excellency Peouv serves as the Secretary of State at the State Secretariat of Civil Aviation (SSCA) in Cambodia. He has quickly ascended from a senior position in academia and public administration. Throughout his career, he has taken on leadership roles, providing support to the Minister in charge of the State Secretariat and overseeing various portfolios within the Secretariat. Additionally, he represents the Secretariat in key governmental reform initiatives, such as civil service reform and public financial reform, effectively serving as a resource person for both the SSCA and the government. He has been assisting the Minister in building and strengthening partnerships with international partners and businesses.

His success in public service follows a distinguished academic career. Committed to continuous learning, His Excellency consistently upgrades his academic knowledge to stay ahead of the rapidly changing world and contribute to its evolution. Recently, he was admitted to the Leadership Executive Program at the Lee Kuan Yew School of Public Policy at the National University of Singapore. This prestigious program, designed specifically for senior government officials, equips participants with the most up-to-date theoretical and practical knowledge on public policy issues, ranging from economics and development to politics, international security, and leadership. Such opportunities are reserved for highly qualified leaders.
His Excellency’s academic journey also includes earning a Master’s degree in Development Economics in South Korea under the KOICA Scholarship. This achievement significantly contributed to his rise in government positions. He was also accepted into a doctoral program in Japan, which he unfortunately had to defer due to unexpectedly changing personal circumstances. Furthermore, he holds two bachelor’s degrees: one in History from the Royal University of Phnom Penh and another in Law from the Royal University of Laws and Economics.
With his solid academic background, professional achievements, and leadership experience, His Excellency is deeply committed to fostering business opportunities and advancing public goods. He has provided valuable advice to various business ventures and organizations. In addition, he regularly shares his knowledge and experiences with government officials, students, and the general public, particularly in the field of leadership. He has also initiated fundraising events to support underprivileged children and communities, leveraging his leadership role in the government and encouraging similar initiatives within the public and private sectors.

Sreang Chheat
Senior Advisor
Dr. Sreang Chheat brings over 20 years of professional experience in policy analysis, business, development, and academia. Throughout his career, he has worked closely with actors in various sectors, including the public, private, and development sectors, in different roles.
Dr. Chheat holds academic qualifications from prestigious institutions in Europe, Australia, and Cambodia. He earned his PhD in Political Science, specializing in Political Economy, from the University of Queensland, Australia. Additionally, he holds two master’s degrees: one in Global Studies from European universities (University of Vienna, Austria, and University of Wroclaw, Poland) and another in Cultural Studies from the Royal University of Phnom Penh. He also obtained his bachelor’s degree in History from the same university in 2002.

Since completing his postgraduate studies in 2004, Dr. Chheat has worked extensively with local communities to strengthen their economic and civil opportunities in Cambodia, a rapidly evolving country both economically and politically. He has collaborated closely with businesses, government bodies, and NGOs to bring about positive changes for local populations. Dr. Chheat has a keen interest in the policymaking process and its direct impact on business and local development. As a policy analyst, he provides evidence-based input to the government and relevant stakeholders to support Cambodia’s development and the wider region. His ongoing research focuses on topics such as social protection, participatory development, local governance, corporate governance, environmental and social responsibility, business sustainability, foreign direct investment, and the business environment. He was lately affiliated with the Cambodia Development Resource Institute (CDRI), the most established think tank in Cambodia.
Dr. Chheat has taught for more than 10 years in Cambodia and, more recently, in Australia. His courses cover a wide range of topics, including social development, international politics, international development paradigms, global politics, environmental politics, sustainability, and international relations in the Asia-Pacific region. He has written and published works on many of these subjects. Recently, he has expanded his research interests to include digital government, local governance, social protection in Cambodia and the ASEAN region, the Mekong region, and Chinese investment. He is currently affiliated with Griffith University, Australia, the National University of Management, Cambodia, and the Cambodia Institute for Cooperation and Peace. Dr. Chheat is also a member of the Cambodia Economic Association. He has held leadership and management positions in various organisations he has been affiliated with.
Beyond his teaching and management experience, Dr. Chheat has contributed directly to the Cambodian government as an advisor to the State Secretariat for Civil Aviation (SSCA). In this capacity, he has helped develop the strategic direction for the National Institute for Civil Aviation in Cambodia, the only public institution offering accredited training in this growing sector and continue to support its ever-expanding partnership with other institutions in the region and the world. He has built strong, collaborative relationships with senior government officials in the SSCA, focusing on evidence-based policymaking to achieve meaningful outcomes.
Dr. Chheat’s career success is a result of his extensive experience working with national and international organizations, both governmental and non-governmental, as well as UN agencies. His engagements are aimed at promoting sustainable economic development in Cambodia while considering environmental and social impacts. Over the past two decades, Dr. Chheat has developed a strong network of academics, development practitioners, and professionals from the private and public sectors, all working together to foster an enabling environment for business growth and contribute to Cambodia’s development.
